Description:
If some old segments need to be refreshed and a new segment is building at the
same time, we have to wait for the new segment finish building, and then
refresh the old one, sometimes if the refresh of old segments lasts too long,
the upcoming build of a new segment may fail.
so, i'm wondering If Kylin can support refresh or build different segments of
one cube simultaneously
