{{KylinConfig}} & {{KylinConfigBase}} should be read-only by design. However
the patch breaks the design by loosening {{getAllProperties}} and
{{reloadKylinConfig}} to public. Can this be avoided?
Btw.. we should remove {{KylinConfigBase.setProperty()}} as well someday.
