Fix For: v2.1.0
Build a binary package from 2.1.x branch, and then deploy it, when click the
"System" tab, there is no action, a 404 error occurs in browser console:
Request URL:https://host/kylin/partials/users/system.html
Request Method:GET
Status Code:404 Not Found
Remote Address:52.179.159.220:443
Referrer Policy:no-referrer-when-downgrade
