Previous Generic algorithm implementation has lots of duplication with
https://github.com/apache/commons-math. This refactor removes the duplication
and focuses on the Bits-related component implementation, like
{{BitsChromosome}}, {{BitsOnePointCrossover}}, {{BitsMutation}}.
