I think the root cause for this bug maybe is the metadata managers have
circular dependencies. For example,
ProjectManager depend on other metadata managers and other metadata managers
also depend on ProjectManager, which is easily to cause dead lock, and when we
add or update a method to metadata managers , we need to think a lot.
