Q: Is this behavior is expected like this ?
A: Yes. A normal user can only do something with the owner himself of the
project. ADMIN role can create projects and change auth for all projects.
Q: big multi-tendency user base the admin group has to create the project for
non-admin accounts is my understanding?
A: Maybe you can use the Kylin user API to batch create for the project and
change the owner for the project.
