Dev Design
Move the logic of checking offset Id to after Kylin starts.
Initialize execution, loop check items belonging to this node epoch.
Because the metadata may need to be updated after checking the offset Id, the
first epoch check is changed to synchronization to ensure that the epoch has
been updated and available when the offset Id check is performed.

将检查{{{}offsetId{}}}逻辑移到Kylin启动后。
初始化执行，循环检查属于本节点epoch的项目。
因为检查{{{}offsetId{}}}后，可能需要更新元数据，故将第一次epoch检查改为同步，确保执行{{{}offsetId{}}}检查时，epoch已更新可用。
