There are actually more than two poles here, there is also
"I have a problem, somebody else caused it, and not only am I going to try
to fix it myself, I am going to demand that they work to fix it too.

I believe that you have to work to solve your own problems but I also
believe that those who cause the problems need to be held  responsible  for
them as well.

In most things there are seldom only 2 choices always keeping in mind that
not making a choice is a choice in itself.

In your scenario about what to do while the guy was being beaten, was
getting to a phone and calling in help an option?  finding an officer?  All
the choices you presented were things you could do all alone, but what about
the ones that included asking for help?  You may have thought about them,
they weren't mentioned on your list of alternatives.
