FYI, bumping the {{maven-surefire-plugin}} version to {{2.22.1}} has fixed this
for me.
Unsure of the underlying reason, but [this stackoverflow
pos|https://stackoverflow.com/questions/55422765/maven-surefire-error-occured-in-starting-fork#comment97564718_55422765]t
led me in the right direction.
