Description:
This epic details the work required to migrate Livy from an incubating project
to a top level project now that it has graduated. It should end with a release
of our first top level project release at 0.10.0.
- Removing "incubating" from the version
- Removing the DISCLAIMER
- Renaming the repository
- Other related graduation cleanup
