As discussed on the mailing list, let's remove support for Scala 2.10. Since
we're also dropping support for Spark 1.6 (and up to 2.1, the last version with
Scala 2.10), there's no need to keep that around.
Since there will be future Scala versions, though, we should keep the
infrastructure for building modules against different versions.
