Summary: Deprecate SloppyMath toRadians/toDegrees in favor of Java

This change follows a TODO left in SloppyMath to remove toRadians/toDegrees
since from Java 9 forward Math toRadians/toDegrees is now identical. Since
these methods/constants are public, deprecation messages are added to each one.
Internally, in Lucene, all instances of the SloppyMath versions are replaced
with the standard Java Math versions.
