apoorvprecisely opened a new pull request #1015: SOLR-13936 : expose endpoint
to support changing schema without collection
URL: https://github.com/apache/lucene-solr/pull/1015

   # Description
Current apis do not allow modifying a configset if it is not associated with
a collection/core
For cases where a configset is created, modified and then used this is
necessary

   # Solution
   - Make current apis directly dependent on `SolrResourceLoader` and
`ManagedSchema/SolrConfig` instead of `SolrCore`
   - Expose endpoints on `/api/cluster` level
