If we make it more aggressive, lets make it easier to use.
It is confusing that to disable it you must today send
{{-Dtests.useSecurityManager=false}} which is camel-case. Most other props are
not camel-case.
I don't care much about disabling this prop long-term, I think its a bad idea,
but temporarily it is simply too hard.
