https://github.com/apache/lucene-solr/pull/1196 which upgrades to the latest
Angular 1.x - 1.7.9.
I have not looked to see if Angular JS 1.x is still vulnerable to anything, but
figured 1.7.9 was a decent stepping stone from 1.3.8.
