Description:
The metrics history functionality doesn't need to be in solr-core, nor in Solr.
For historical aggregations, users should use specialized solutions like
InfluxDB, Prometheus etc.
While SOLR-14651 attempts to disable it better, I think we should ideally get
rid of this feature completely. In the worst case, we could attempt to move it
away from the solr-core and move it into a package.
