Nevertheless, I am not sure if the refguide builds successfully on windows.

My local computer now creates crazy GEM specification not found errors. I am 
waiting for jenkins for confirmation. It looks like this is caused by the fact 
that we no longer only do the bareBonesHtmlValidation but use buildSite.

If it does not work we have to revert the whole commit, otherwise Jenkins can't 
proceed.
