It should be both, since Rule-based Replica Placement has AFAIK *never* been
formally deprecated to date.
It's not enough to simply remove it from master/9.0 - it also needs 8.x changes
to mark the code as deprecated and update the Ref Guide docs for the feature
and the Guide's Upgrade Notes. We should be sure to include it with the
official Release Notes and update the Deprecations page in the wiki.
It would be also be nice if some of this messaging could also describe what's
going to replace it (the new autoscaling plugin? nothing?) from the people
doing the removing so the rest of us don't have to try to figure it out from
some Slack channel or other indirect non-Jira sources when we get asked
privately what someone is supposed to do for the same functionality in 9.0.
