Optimizing overseer is not enough. Eliminating a lot of work that is being done
by overseer is the way to go.
If there are 100K message sin the queue already it's already a lost cause.
There is no point in trying to optimize it.
I'm not saying that we should eliminate overseer altogether. Let's start
chipping away a lot of the responsibilities performed by overseer today
