This is OUTGOING traffic to the IDP server to request well-known and encryption 
keys for tokens. They MUST be https in production.

I'm +1 to introduce a dev-mode where we don't fail, so it is easier to setup 
dev stacks with this. I talked to Eric on Slack about this.
