Exactly that's how I would do it.
We can still discuss to optionally add (in relaese builds) the global link. I
think this should be automatically by the release tasks with a non-snapshot
version number.
But in my honest opinion: standalone javadocs JARs should have no links to the
outside (IMHO, not even to Java's docs).
