To fix bugs in the website html itself, you fix it in the repository mentioned
above.
But JavaDocs are, as you point out, built from the main lucene git repo, and
then exported to some server at Apache that ends up published in the website
namespace. So whenever you see a broken link in JavaDoc, you must find that
Java class in the main repo, fix the broken link, build the javadoc with
{{./gradlew javadoc}} and then you can inspect the generated HTML to see that
it is fixed. The fix will not make it to the website until after the next
release.
Solr has moved to its own project, so to fix broken links in solr, please head
over to [https://github.com/apache/solr-site] and fix the javadoc in
[https://github.com/apache/solr] - the rest of the structure is quite similar.
