API-wise we tag the classes as `@lucene.experimental` which should free us from worrying about the API for a while (but obviously at some point we'll want to declare the API stable!). As for the on-disk structure I also feel like we have some room with it. It's the `facet` module, not `core`. There are much less users of it and it's a completely new feature, so I think it's reasonable to declare the whole feature experimental. I worry that if we put it in sandbox, users might not even attempt to try it, even if technically they don't mind re-indexing on version upgrades.
