Closes #16751. The dedup scalar quantized reader [opens two files](https://github.com/apache/lucene/blob/5e537615b292d5af7cd38c7546842f76dc1fba66/lucene/sandbox/src/java/org/apache/lucene/sandbox/codecs/dedup/DedupScalarQuantizedVectorsReader.java#L130-L146). If there is an exception in opening the second file, the first one is left unclosed. Borrowed the exception handling pattern from [`Lucene99HnswVectorsReader`](https://github.com/apache/lucene/blob/5e537615b292d5af7cd38c7546842f76dc1fba66/lucene/core/src/java/org/apache/lucene/codecs/lucene99/Lucene99HnswVectorsReader.java#L98-L132), updating all dedup readers / writers. -- This is an automated message from the Apache Git Service.
