Adapt codebase for TLP status

There are several changes that we should make to the codebase
to reflect our graduation to a TLP:
* Remove all Incubation disclaimers.
* Change website URLs to point at lucy.apache.org.
* Change repository URLs to point at the new location (Build.PL, gemspec,
release_commands.pl, etc.)
* Update email links in those same files.
We should perform these mods on the mainline first, then "svn merge"
changesets to the 0.3 branch.
