The Apache Lucy charter that the board approved requires us to draft bylaws:

RESOLVED, that the initial Apache Lucy PMC be and hereby is
tasked with the creation of a set of bylaws intended to
encourage open development and increased participation in the
Apache Lucy Project; and be it further

The primary motivation for the inclusion of this section was to codify
annual elections for our PMC chair.
