There are some CPAN Testers failures on Cygwin that are caused by a missing
configure-time dependency on Clownfish. When configuring the Windows build,
Clownfish must be available in PERL5LIB in order to find {{Clownfish.dll}}.
Clownfish and Clownfish::CFC should also be added to build_requires.
