Old release tags should be moved to the indelible {{rel/}} namespace. We should
also think about removing {{apache-lucy}} and {{apache-lucy-incubating}} from
the tags and only use the version number, possibly prefixed with a {{v}}. Old
RC tags can probably be deleted.
