The svnmucc release command was broken by a recent svn upgrade. It's doesn't
seem to be possible to move files and remove the old parent directory in a
single step. See https://issues.apache.org/jira/browse/SVN-4579.
If there's no other workaround, we have to issue two svnmucc commands.
