There are two points that prevent me from working on the release as a
non-committer release manager.
First is publishing a public key. The guidelines advise using a "reliable,
permanent URL" and suggest that "Apache web space is an ideal location for
this". However the link (http://people.apache.org) takes me to the committers
page.
Second one is easier to overcome. There are scripts to update existing source
headers but they are not accessible to me. Here is the link that asks me for an
ASF membership: https://svn.apache.org/repos/private/committers/
