The RAT check seems clean right now but we should run it one more time after we
finalize the source code and create the 1.9 branch. It gives some warnings
related to org.apache.xerces.parsers.SAXParser but as far as I can tell this is
related to the particular RAT and java versions not our project.
Here is the warning just in case it is relevant:
