I can successfully build form source and install
I can reproduce the error with pgxn. This is my docker file that can reproduce

FROM postgres:9.5
RUN apt-get update && apt-get install -y wget \
build-essential \
postgresql-common \
postgresql-server-dev-9.5 \
postgresql-plpython-9.5 \
openssl \
libssl-dev \
libboost-all-dev \
