Thank you for the feedback regarding the dist release directory and release
documentation.
All old releases have now been removed. The dist release directory now contains
only the latest release.
https://dist.apache.org/repos/dist/release/incubator/madlib/
The project release documentation has also been updated to include instructions
on removing old releases.

Along the way, we also tidied up the dist dev directory.
