Change spring-hibernate3 POM to use Hibernate 3.1.3

When I created the POM for spring-hibernate3 two days ago, only Hibernate 3.1.2
was in the repo at ibiblio. Now that 3.1.3 is available at ibiblio - please
change the spring-hibernate3-2.0-m4.pom to depend on hibernate 3.1.3.
