Currently setting -Dmaven.test.skip=true skips also compiling of the tests. It
would be really useful to have a property, which would still compile the tests
but skip running of them.
Currently we need two continuum build definitions to achieve that (install with
skip tests and test-compile). It easily causes some confusion for example when
both main and test doens't compile, then main is fixed and a build mail is
received saying build succeeded, but test aren't still compiling.
