It's desirable that the mail notifier be made configurable so that the user can
choose to have continuum deliver a notification even when the build state is
not changed from the previous one (both success, or both failure, etc.). Also,
if continuum determines that "The project was not built because all changes are
unknown", it is desirable for the user to have an option of receiving a message
indicate as such.
