Please check the jstl-1.2.jar file in the directory

The jar file is corrupt, it contains a classes directory, so it can't be used
in a classpath.
The correct package is available at
https://maven-repository.dev.java.net/nonav/repository/jstl/

Just out of curiosity, why is the groupId now javax.servlet.jsp.jstl and no
longer jstl ?
