My first thoughts: try to avoid introducing flags. *If* we really need this, 
I'd prefer a List where you specify which artifacts can be ignored when being 
excluded. Then you are in full control. However, could we solve it without 
this? For instance, if the actual scope for this artifact is not {{compile}}. I 
still think the message is valid: in the end this is a useless exclusion 
because it is required via another path.
