reusing Velocity engine seems natural, at least to reuse parsed site.vm template
currently, on each page decoration, a new Velocity engine is recreated: this
does not seem to cause major issues (like performance), then I don't know if
this change is risky for not much benefit
but at least, let's discuss about it
