Thinking about it i *think* that the reason for the UTF-8 Control solution for 
ResourceBundles at one of my customers was to handle the problem with 
m-resource-p using UTF-8 when filtering .properties files, as all other 
resource files used. So it would probably be good with a solution to this. 
However, we should then probably also handle xml files correctly based on the 
specified encoding in the xml header.
