Sure it will be part of your application if you omit the
{{<scope>test</scope>}}..but what i don't understand: Who should check against
which library? And what do you mean by recursive ? test-scope is not transitive
? May be you can give concrete project example (on github / bitbucket) to have
a better imagination what you like to suggest ?
