<failOnMissongWebXml>false</failOnMissongWebXml> does not work as expected if
the pom.xml relates to some parent pom, i.e has <parent> section. No matter
what the parent pom contains, even if it is almost empty, maven-war-plugin
fails. On commenting out the parent relationship in the pom, the flag is seen
working again.
