Currently configfailurepolicy=continue does not work when TestNG suite-files
contains a missing suite-file, for example:
<suite-files>
<suite-file path="missing_file.xml"></suite-file>
<suite-file path="existing_file.xml"></suite-file>
</suite-files>
Will not run anything, and will fail on:
Running TestSuite
java.io.FileNotFoundException: missing_file.xml (The system cannot find the
file specified)
