I think the described usecase (xsd for configuration) is not that strong. AFAIK 
all well known IDEs have xml-completion for plugin configuration.
And *if* Maven would support namespaces, how would Maven know if the namespace 
could be ignored or if it introduces advanced features? So allowing namespaces 
is not enough, it might even result in wrong assumptions.
