Currently the "id" tag is set on the block tag when starting the body. As a
result, if you're viewing the toc or bookmarks and you click on a chapter title
the document scrolls to the top of the body with the chapter title scrolled off
the top of the screen.
By setting the "id" on the block that starts the chapter heading the page will
scroll to a point where the chapter title is also visible. This provides a
better visual clue to the reader that they arrived at the desired location.
