When only calling the plugin goal, there are no artifacts bound to the
MavenProject of the reactor; that's done during the package-phase. The solution
would be to exclude all reactor project from artifact resolution. If the goal
already fails before calling the {{execute()}}-method, then
{{requiresDependencyResolution = ResolutionScope.TEST}} should be replaced with
{{requiresDependencyCollection = ResolutionScope.TEST}} which is a new Maven
3.0 option.
