I just discovered this maven plug-in and I have the same problem in version 
2.4.1. For me, the infinite exclusion loop is on "javax.media:jai". 

This seems to be a modified version of JAI used by Luciad Lightspeed (a Gis 
COTS we use). I don't know if it's any help, but here it is:

All those JAI dependencies have the same GAV, only the classifier changes. 
Could that be the reason behind the infinite loop???
