Allow commas in text arguments doctitle, windowtitle, header, footer, and
bottom. By default quiet every argument value for the javadoctool will be added
comma-separated (each token one cmd-line-arg) and the comma itself will be of
course omitted. But in arguments doctitle, windowtitle, header, footer, and
bottom this should not be applied. The appended patch solves this issue.
