Fix For: Maven Artifact Resolver 1.1.0
In some spots passed arguments are valid, but in connection with other objects
they cause a problem. This should throw an {{IllegalStateException}} and not
{{IllegalArgumentProblem}} because the arguments theirselves were valid when
they were passed.
