I have the same issue.
I'm trying to migrate to Java 11, and I've squashed out all of the other issues
only to run head first into this one.
I have a dependency on:
{noformat}
<groupId>com.sun.xml.ws</groupId>
<artifactId>jaxws-ri</artifactId>
<version>2.3.1</version>
<type>pom</type>

MCOMPILER-355 has a lot of information, including a quickstart file that
apparently reproduces the issue.
I'm just about to download it, and see if it's relevant.
